MINUTES OF THE PUBLIC MEETING OF APRIL 22, 2014
TOWN HALL, 542 LIBERTY STREET, HANSON, MA

Called to Order at 7:00 PM under M.G.L. c 131, §40 and the Hanson By-Law 3-13, §5 and Rules and Regulations by John Kemmett, Chairman, in Meeting Room A at the Town Hall.

Public Hearings

7:00 PM  Continued Notice of Intent for the installation of an in-ground swimming pool, cabana, concrete decking, and retaining wall within 100 feet of a Bordering Vegetated Wetland at 97 Bonney Hill Lane, Map 56, Lot 108 for Dennis J. McDonald represented by Nover-Armstrong Assoc., Inc., 124 Main Street, Unit 2GG, Carver, MA  02330 (DEP #SE175-0644

Discussions

Request for a Certificate of Compliance for Lakeside Road, Map 79, Lot 88 for Lori Earner (DEP #SE175-0395)   
        Ms. Muncy reported that she had spoken with Ms. Earner who had requested a Partial Certificate for the drainage and roadway work that has already been completed so that she can market the other properties.  The only thing that is lacking is the top layer of asphalt.

Request for a Certificate of Compliance for 59 W. Washington Street, Map 92, Lot 22 for Doris A. Baker-Fraher (DEP #SE175-149)   
        Ms. Muncy reported that after review of the file and inspection of the property, it was discovered that the owner had not installed conservation posts as required in the original Order of Conditions.  The file is 24+ years old.  

        Motion to deny a Certificate of Compliance and require that the current wetland line be re-established and Conservation Posts be installed:  David Harris

Smitty’s Bog update/meeting with Irene Winkler
        Ms. Muncy met with Ms. Winkler onsite recently and emailed the material pertaining to their discussion to the Commission because she wanted to give them time to absorb the information.  She and Ms. Winkler talked briefly about Katydid Lane and how the Plan was amended to include a breach of the dyke.  The cost is $5,500.00.  Mr. Clemons was at the meeting as well and Ms. Muncy suggested that we go over the details at the next meeting.  Additionally, there are new compatible use agreements that have to be executed.  Mr. Harris asked if Ms. Nehiley could run off a few copies of the CUA’s.  
        
Suggestion to meet with Police Chief to discuss police patrols and enforcement at Conservation properties
        Dave Harris said that he and Phil Clemons are willing to go and talk with the Police Chief at his convenience.  Mr. Harris also commented that after speaking with representatives of the Town of Pembroke, they are willing to do their part as well at Smitty’s Bog in terms of vehicular trespass.

        Ms. Muncy recommended that someone from the Commission attend the “mock” town meeting next Tuesday night for a run-through of the articles on the warrant.  Ms. Muncy said that the Selectmen were holding the line for replenishing the Conservation Fund.  Mr. Kemmett volunteered to go to the meeting to speak to that article.
